So to fix the bluetooth part i went to control panel, devices and properties of the xbox controller and inside there i updated the driver and looked for one in the nefarious folder, select the game controller one and BINGO all working as expected. Not all fake controllers work with SCP in the first place, PANHAI ones are even explicitly unsupported.
